Milwaukee man arrested for fatal Green Bay shooting

GREEN BAY, Wis. (WBAY) – Green Bay Police say a 28-year-old Milwaukee man is in custody for a Sept. 11 fatal shooting in the 700 block of Cherry Street.

Officers say Richard L. McKinney was taken into custody Thursday morning in Milwaukee.  Investigators will interview McKinney and work to have him transported back to Brown County.

Investigators believe McKinney shot and killed Guled Abdulkadir Hirsi, 20, over a “low level heroin transaction.”

“This investigation is very difficult, as several people involved were reluctant to tell the truth and are involved with drugs,” reads a statement from Green Bay Police. “However, based on the great work of the all officers and investigators, the suspect has been identified as Richard L McKinney, a 28 year old Milwaukee resident.”

Green Bay Police Chief Andrew Smith says investigators worked around the clock to make the arrest happen.

“They were initially met with a lot of reluctance from individuals who had information on this,” Smith said. “It took them several days to actually identify this person because in the drug trade, most people don’t go by their regular name. They use assumed names or nicknames, and that’s how everyone knew this particular individual.”

Smith said investigators are checking to see if McKinney is connected to any other crimes in our area.
